I believe they get charged when products go through customs. If you want them to get to the US side of the ‘gate’, the importer pays the tariff. One inputs the country of origin, the product category, and the product value, and out pops the required charge.
Probably will have some delays as the software get updated, and I wouldn’t be surprised if a bunch of Chinese goods get re-routed through Vietnam or other countries with lower import tariffs.
Given they are such a small country, they can certainly produce some things locally. Obvious choices are small arms, artillery, and MRAPs. Anything beyond that they could probably pick one thing to specialize in, such as anti-air missile production or destroyer production, then export these to other countries. They currently export F-35 components, among other things.
However, expanding past that would be too inefficient for their size. Everything else they will need to buy from a partner. This will almost certainly include production from other European countries as well as the US.
2% of GDP has been the NATO suggested ask for awhile now. And with Russia invading European countries, they need to be doing more than the minimum ask.

That’s just good planning. Natural disasters can easily require more than that in supplies. Buying extra cans and a few gallons of water isn’t expensive.
You need tiers of capability. Nukes are one, but a more readily used one is the ability to knock out (or at least suppress) ground based air defense. Stealth aircraft like the F-35 are perfect for this mission, they can get in range, fire off an anti-radiation missile, and get out. Non-stealth aircraft may be forced to turn back before they get their shot off, thus leaving the enemy air-defense active and forcing a scrub of the planned attack on what the air defense was defending.
I don’t expect the invader to accept a proposal to stop their invasion. Hopefully Trump realizes this soon and surges support to Ukraine to force Russia to stop their invasion.
